Introductions
Acceptance of the minutes. Chuck Dunnavant moved and Scott Miller seconded that the minutes of the previous meeting be approved. The motion passed unanimously.
Executive Board Report:
WASARCA meeting information was shared. Pierce County had to withdraw from hosting the 2004 State SAR Conference. Lewis County, on short notice, agreed to host the conference. The 2004 State SAR Conference will be held May 21, 22, and 23, 2004 at Cascade Peaks Campground out of Packwood. Preconference courses will be held May 17-21 at the Packwood Fire Station.
This year in Spokane, over 600 people were in attendance including people from out of state and out of country.Washington’s SAR conference is highly regarded.
President's Report:
Art represents SARVAC on the Governor’s Emergency Management Council. One of the most important contributions that SARVAC makes for the volunteers of Washington is that it has one of the thirteen votes on the Governor’s Emergency Management Council.
The EMC has recommended to the governor and the legislature that they deny King County’s request to have their own Homeland Security System.
Terry Lawrence volunteered to be SARVAC’s representative with WSSARCA. As he is still a SAR coordinator with his county and has a current DEM card, it was recommended that he represent SARVAC.
Secretary’s Report:
Problems with current mailing addresses were discussed. Chuck Dunnavant will pursue getting current mailing lists. It was recommended that postcards be sent to remind members about meeting dates and times in addition to the information being on the website.
It was decided that a tentative agenda for the November meeting will be emailed to board members between Nov. 3-7th. If board members have any additions, they can email the secretary at that time.
Treasurer’s Report:
The following counties have paid for their 2003 membership in SARVAC: Asotin, Clallam, Columbia, Cowlitz, Grant, King, Lincoln, Mason, Okanogan, San Juan, Snohomish, Wahkiakum, Whatcom, and Yakima. The following council representatives have been identified: Cowlitz – Chuck Dunnavant, King – Seth Brothers, Okanogan – Scott Miller, Snohomish – Glenn Schultz, and Yakima – Jake Webber.
The current balance is $1835.13. $500 will be added to the SAR conference money going to Lewis County, to help with the start up costs for the state conference in 2004 reducing the balance to $1335.13.
SARVAC will continue to provide a no-interest loan to the state Search and Rescue Conference so that host county has “seed money” to help with costs incurred before the registration money comes in. After the conference, the money is to be passed on to the county that is hosting the next year’s conference. Currently, the amount is $1,000. It will increase to $1,500 with the additional $500 that will be going to Lewis County.
The members agreed that SARVAC’s contribution to the state conference should be acknowledged in some way so that participants realize SARVAC’s continuing role in making a successful search and rescue conference.
Committee reports:
Training is on hold until Standards are completed.
Regional mission and activity reports:
There were many searches and trainings across the state since the May meeting. Search reports can be added to the minutes by emailing them to the secretary.
Old Business:
501 C-3 was discussed again and continues to be tabled.
Selling items with the SARVAC logo at the SAR conference in Spokane was not as successful as hoped because we did not have a specific place or process for selling the items. Chuck Dunnavant will pursue getting permission to sell SARVAC hats, patches, and logos at the 2004 conference in Lewis County.
New Business:
The calendar was set for 2004.
It was agreed that the times for the board and general meetings would be changed to accommodate those members that travel several hours to make the meetings. Board meetings will begin at 11:30 a.m. with the general meeting following at noon. Members are asked to eat before coming or bring a sack lunch.
Scott Miller spoke to re-looking at the By-Laws. SARVAC needs a living, working document to guide the organization and much has changed in the way we live and work in the 10 years since the By-Laws were last amended. All present want SARVAC to be a relevant, dynamic organization with goals and purposes that meet the current needs of SAR members state wide. Wanda moved and Chuck seconded that Scott bring a draft of revised by-laws to the November meeting.
Glenn Schultz shared that Green Trail maps have been updated and that Search and Rescue organizations can get a 40% discount on MapTech. Once you have purchased MapTech, you can download updates for free.
