Meeting was called to order at 11:30 a.m.

Introductions
Acceptance of the minutes. Terry Lawrence requested a correction in the September 22, 2003 minutes regarding the spelling of WSSARCA. The minutes show the abbreviation to be WASARCA. Terry Lawrence moved and Sharon Fisher seconded that the minutes of the previous minutes be approved with the noted correction. The motion passed unanimously.

Executive Board Report: Will be covered in the general meeting.

President's Report:

Art spoke concerning the SARVAC Bylaws needing to be updated to make them legal. We will discuss the bylaws and review them during the general meeting today. Nominations will be taken for President, Treasurer, and Member-at-Large at this meeting to be voted on in the March 2004 meeting.

Discussion concerning an updated mailing list. Terry will work through WSSARCA and obtain an updated list of Coordinators and units. Chris Long should have a list for volunteer units.

Sharon stated that we need to know whom we represent. That we need to email the agenda and minutes to our members. Sharon requested that a notation be included in the email or minutes that anyone who cannot attend the meeting contact Art or Sarah Jordan with their comments and concerns so that they can be brought up at the next meeting.

Terry advised that he was unable to attend last Thursday's WSSARCA meeting. No major items are being discussed at this time.

Art reported that the governor's Council is requesting funding for training. $30,000 for State SAR Conferences and other training which includes 9-1-1 type training. The WA Terrorism
subcommittee has 115 members.

Secretary's Report:

No report due to the secretary's absence. Chuck Dunnavant will be taking the minutes.

Treasurer's Report:

The following counties have paid for their 2003 membership in SARVAC: Asotin, Clallam, Columbia, Cowlitz, Grant, King, Lincoln, Mason, Okanogan, San Juan, Snohomish, Wahkiakum, Whatcom, and Yakima. The following council representatives have been identified: Cowlitz - Chuck Dunnavant, King - Seth Brothers, Okanogan - Scott Miller, Snohomish - Glenn Schultz, and Yakima - Jake Weber.

The balance on 9/20/2003 was $1835.13.

Terry Lawrence moved that the Treasurer's report be accepted as presented and Jake Weber seconded the motion. The motion passed unanimously.

Committee reports: No reports at this time.


New Business:


Scott Miller presented the suggested revised version of the SARVAC By-Laws. Scott advised since the Robert's rules of Order is included in the SARVAC Articles of Incorporation, we should just get a copy and have it present.

A discussion was held on each section of the by-laws based on the recommended changed to the SARVAC bylaws as presented by Scott Miller. (A copy is included with the minutes.) Any changes or corrections to that report are written in these minutes.

Article I -I.4 If a county or organization has not paid their dues by the end of April each year, that county or organization will lose their voting privilege until dues are paid.
Sharon Fisher moved to accept Article I and Chuck Dunnavant seconded the motion. The motion passed unanimously.
Article II - Section 2.2 Quorum is 4 voting members; Section 2.5.C delete the words "good standing"; Section 2.6 A.1 add words "those present"; section 2.7.A Board members will have one vote; Section 2.7.B add "any voting member may ask for a voice or hand vote".
Darrell Monroe moved to accept Article II and Scott Miller seconded the motion. The motion passed unanimously.
Article III -
Chuck Dunnavant moved to accept Article III and Scott Miller seconded the motion. The motion passed unanimously.
Article IV - Section 4.3 Change the word "any" to "a" and add that a person who is eligible for office may be required to complete a reference or background.
Chuck Dunnavant moved to accept Article IV and Glenn Schultz seconded the motion. The motion passed unanimously.
Article V -
Jake Weber moved to accept Article V and Sharon Fisher seconded the motion. The motion passed unanimously.
Article VI -
Jack Weber moved to accept Article VI and Darrell Monroe seconded the motion. The motion passed unanimously.
Article VII -
Chuck Dunnavant moved to accept Article VII and Sharon Fisher seconded the motion. The motion passed unanimously.
Article VIII -
Chuck Dunnavant moved to accept Article VIII and Jake Weber seconded the motion. The motion passed unanimously.
Article IX -
Jim Peters moved to accept Article IX and Chuck Dunnavant seconded the motion. The motion passed unanimously.
Article X -
Sharon Fisher moved to accept Article X and Jake Weber seconded the motion. The motion passed unanimously.
Article XI -
Chuck Dunnavant moved to accept Article XI and Scott Miller seconded the motion. The motion passed unanimously.


Acting as a committee, the Executive Board, at its meeting on the 22nd of November, 2003, recommend these changes to the SARVAC Bylaws.
President Jordan thanked Scott Miller for all his work in updating the bylaws for SARVAC.

Nominations for Officers:

Chuck Dunnavant made a motion to elect Art Jordan as President of SARVAC.
Jake Weber made a motion to elect Sharon Fisher as Treasurer.
Jim Peters made a motion to elect Terry Lawrence as Member-at-Large.

Due to their being no other nominations for the positions open at this time, the Board recommended that the bylaws be changed to allow officers to serve more than two terms for the good of the organization. Nominations will be opened at the March 2004 meeting for additional nominations.


New Business:

Art Jordan advised that each member should try to get one more member to become a part of SARVAC.

2005 Chelan County
2006 Cowlitz County


Unit Reports:


Cowlitz - 57 training classes were held in 2003. The 2004 training calendar will be coming out shortly. In 2003, the searches for Cowlitz were: Dive - 7, Out of County - 8, Evidence - 10, Flood related - 1, Missing/overdue - 6.
Snohomish - Flood related assist in the Darrington area evacuating homeowners. Assisted in locating an overdue child wearing a lifesaver bracelet.
Okanogan - 29 searches. Did a Forest Service report on number of searches on Forest Service lands and in wilderness areas. Recent donation of $3,600. Recovery mission after a boating accident. Gearing up for winter rescues.
Yakima - Two snowmobiles being kept at West Valley Fire Station. Will be losing that building. K-9 cross training with Spokane County. Evaluating our Basic Academy, 61 missions to date with approximately +1,000 man hours. Recently had MAST helicopter on Mt. Adams for a rescue.
