SARVAC Meeting September 16, 2000

SARVAC has a new web site. The newsletters will be posted there. Any information you would like to see announced, may be addressed to SARVACÕs web manager. Noel McRae, a life member of Cowlitz County Search and Rescue Team, has agreed to be the webtech. The web address is: http://wasar.bizland.com/

1. Web site to share information. Noel McRae is working out a way to share information and how to get information out to volunteers.
2. Exempt plates: Discussion between Chris Long and Art Jordan, as follows:
a. Who owns the titleÉ?
b. Coverage claim from an accident:
I) is the vehicle actually assigned to countyÉ not covered?
II) SAR owns the vehicle, that vehicle is covered.
III) County may hold the registration, and that vehicle may be licensed to the county for as little as $1.00/year. (County should provide the gas.)
3. Mission number: emphasized the importance of obtaining that number.
4. Have a line officer write a report of any SAR vehicle accident immediately, while that accident is still fresh in everyoneÕs mind. This will help in the determination whether the accident was result of SAR negligence.
5. Feel free to speak up in this meeting, in reference to the Council representatives. This meeting will be an exchange of thoughts, ideas, and information.
6. In reference to the letter from Doyle Wentzel, the by-laws of SARVAC were checked and a person does not have to be involved in a SAR council to become an assigned member of a SARVAC committee.
7. SARVAC is giving a presentation to King Co. to keep all the counties represented through SARVAC. Jim Brewer and Art Jordan met with King Co Rep. They will meet and present SARVAC goals, hopefully they will come back and participate with SARVAC.
8. Shall we create an archive of past minutes, making them available for a minimum of one year, and maintaining them on our web page? The purpose was to inform new members of what has been going on in the organization and this was determined to be the quickest way we could bring them up to speed.
9. Whatcum Co. has their page forth coming, and shall link it to SARVAC through Noel McRae
10. It was discussed about blanket links to SARVAC and having a committee to review those links for our next meeting. Are they valid for SAR or a Commercial link? Our Washington State uses an honor system to access.
11. Mentioned was the use of a State web picture with each county having a push button for access to that countyÕs web link.
12. Training schedule for each count needs to be passed along to the web master. (Or posted on the web by the respective county and linked to SARVACÕs home page.)
13. SARVAC http://wasar.bizland.com should be brought up on link, and looked at, before the staff leaves today. (Time ran out for this at this meeting.)
14. Reinstatement of the Corporation to the state is $10.00/yr., with a $50.00 late fee. The 501-c-3 non-profit status at the conference was voted on and is done.
15. Place the procedural steps to obtain the 501-C-3 on the SARVAC web for our SAR units. Include the steps, loops, hoops, contacts, and backup financial data that is required. Include our SecretaryÕs contact for any further assistance.
16. Acquiring a laptop, with printer and software, perhaps by donation, for SARVAC
Secretary report
It would be nice if each county rep coming to the meeting will have a written copy of all that has gone on within their county, this will speed up the note taking and accurate relaying of information for the newsletters.
I will be working on getting the re-instatement of SARVAC for our non profit status. I would like to have a good mailing list by March 2001 to be able to reach more volunteers.
I will be out of country for the November meeting, basking in sunlight of Netherlands Antilles, Curacao. I will get with Art and Jim for the minutes. Thanks for all your support and help our council to grow and be more supportive for the volunteers.
Treasurer Report
Balance $2,148.00 Recd money from Thurston and Grays Harbor Total $ 2,248.00 Sharon Fisher absent with training in her county they needed to attend.
Training Chair Person
Fred Knight was absent for this meeting. We will make one more attempt to send out the SARVAC Membership Data Sheet. Please fill them out and return so we can compile who the reps are and what training might be needed.
Unit Reports
Klicakitat: Has been very dead.
Cowlitz: Turn around good for practice. Two rafters went in the water experience for new sheriff go into the water with boat. Boat was under powered for the river. June we had a snow rescue by Four lakes, a person going fishing he had a cell phone the Sheriff had to pull them out. Boat drowning person fell over, hit the prop it pulled his shirt down and he couldnÕt swim. Four went into the river three came out and one didnÕt. Multiple teams came in. 7 Ð 8 days later he came up down river quite away, Kids swimming found him
Watcom: Turn around no evidence searches since May. Fred mentioned Ð Most recent mission went off 100Õ ridge Jim & son went off ridge glaciers creek. All searches set aside person feeling and great cooperation. Two high acceleration pass get disorientated, dog team, 4X4, and ESAR all worked together. It was great training. The subject followed a drainage up to Canada and walked out. Hiker fell off table top leader got to him gave CPR it was too late.

OLD BUSINESS
Art needs to check with Brooks, and proceed with the award, before next meeting. Recommended to pass along our minutes and news letter to the following:
Recommended readopting canceled bylaws to award plaques and pins for 2001. Discussion was made on which method that should be used to recognize, or to nominate, from SAR community those members. (Oldest Senior, Meritorious Services, Youth, and runner up, honorable mention awards.) Three nominations should come from each council. Who and for what shall they be recognized? (Dog team, Dog, Horses, 4WD, Hi/Low angle, Swift water, Cross country, Tracking, etc.) May lead to certificates to be given to all applicants, which at the conference may require us because of time constraints to give them to each county representative in a packet. (County representatives should be instructed to bring ideas as to what form, and layout, of the awards to the next meeting.)
NEW BUSINESS
How should SARVAC assist Mason Co. for their 2001 Conference? Manpower, in the form of instructors, or support through an overhead team, in an advisory capacity. SARVAC, as an organization, we are not sure to what extent we may be of assistance. (Art Jordan is to devise a cover letter to Mason County asking what assistance we may be and to devise guidelines for future operations)
Conference 2002 Seed money do we give $500.00 from SARVAC for seed money to have it rolled over to the next unit.
(Time: 4PM) SARVAC Logo designs. Must play with it. It was a challenge to the SAR community to come up with a Logo design, and SARVAC would give a certificate to the winner.
Lap Top with Printer: Can we get it for secretary to use for newsletters. Possible get it donated to us. Possible contact Bill Gates to see if we can get it donated. Certificate to employer for supporting the SAR volunteers.
Let Jim Hall know that SARVAC will actively participate in the standards. Art will coordinate with him.
NASAR put off till weekend of Memorial 2002.
Meeting dates for 2001: Tentatively, the meeting dates will be scheduled at Camp Murray. Should the SAR community wish the meeting places to rotate East To West, this can be discussed at the September meeting. March 17, 2001,: May 25 - 27 State SAR Conference place to be announced. September 16, 2001, November 17, 2001.
