Acceptance of the minutes. Art stated corrections to be forwarded to Jim prior to mailing out Seconded by Jake.

Executive Board Report:

Bring up new business how to market types of support they would like from a statewide organization There will be a retreat on Nov 2, 2003 10:00 a.m. EOC. This board study work session will be an open session if Co. reps want to attend. Work on a mission statement, how we can best support volunteers of the state, etc.

President's Report:

WSARCA meeting discussion was held Out of County Standards money is not available due to cuts at State DEM. WSARCA has decided to take on task of formatting Standards. Governor EMC report Art represents SARVAC on the council. SAR is actively involved in support of Emergency Management needs of the state. SAR is a voting member of the Governors Emergency Management Council.

SecretaryÕs Report:

I will apologize for the May 18, 2002 minutes being sent out with mistakes. I will have Art & Jim review any mailing from now on for corrections. We had 179 on our mail out with two returns. I am hoping to get a good list from the conference committee to help get our mailing out to more individuals. It would help me a lot if you can write down your county reports as it is difficult to get all the information down when you tell it at the council meeting. You can e-mail them to me at my e-mail address wandaswonderland@worldnet.att.net this will insure accurate information is in the newsletter. We have 39 counties. It would be helpful if everyone could invite someone from a neighboring county that doesnÕt come often to attend the Council meetings.

TreasurerÕs Report:

$ 2,358.89 Secretary State Non Profit Annual Statement was paid. 13 member counties have paid November mailing will go out for 2003 dues. Need to include a letter with mission statement to go out with along with the membership data sheet.

Committee reports: Training is on hold till Standards are completed.

Regional mission and activity reports:

Cowlitz: New SheriffÕs Office SAR coordinator is Dave Chamblee. During the May 26 Dive team evidence search an underwater video camera was used, but there was not good visibility. It was a successful evidence search.

June 8 Search for lost woman. She was lost in a river drainage. When she was found, she was mildly hypothermic.

June 13 Evidence search for a handgun that was dropped during a robbery. The sheriff was concerned that local children might accidentally pick up the gun as it was loaded. The SAR Team located the handgun quickly once they were on scene.

June 28 Mt St Helens a female climber fell while climbing Mt. St. Helens. She slid and broke her ankle. Cowlitz and many other SAR teams assisted in her recovery.

In June, a DNR worker found a backpack that had a wallet in it that belonged to a person who had been missing for a year and a half. A search was started and the subject was located 100 yards from the backpack.

July 12 five individuals became stranded while rafting. One female went into a diabetic coma while waiting to be rescued. Cowlitz SAR and Castle Rock and Toutle Fire did the recovery.

July 16 Woodland youth 20 year mental handicapped 6Õ 9Ó 350 lbs got lost when he went for a walk. He was recovered safely.

The summer was very busy for searchers in Southwest Washington.

Snohomish: Three climbers were overdue on Glacier Peak. They called to let people know they were stranded in a white out. Discussion was held because the 911 call was transferred between agencies causing confusion.

Glenn Schultz suggested that perhaps SARVAC could help with the 911 concerns. It appears that the enhanced 911 system that is being instituted will take care of these problems.

A rescue had to be made when a group of climbers didnÕt have the proper equipment and their rope was too short to rappel back down. A helicopter was called to rescue them.

Discussion was held about whether counties can charge individuals search costs for being unprepared. In the past, some counties have billed for rescues.

Discussion was held about the idea of a notice being put in the hunterÕs pamphlet that it is the responsibility of the caller to let the 911 center know where he/she is.

Old Business:

Art presented the SARVAC award to Grant Smith at his county council meeting.

A new patch for SARVAC was chosen.

Wanda is looking into purchasing hats to put the patch on. Jim Peters made a motion that we put $300.00 towards set up and purchase of a dozen hats and the development of the SARVAC logo. Jim Brewer seconded.

Employer letters for SAR support were discussed. Some counties give letters to employers that show the SAR persons were on a mission. These copies would be great to have; we can post on the web page. E-mail them to web master or mail hard copy to secretary.

Standards are being worked on. We are still working on getting our 501 C-3 completed.

New Business:

1) Nov 2, 2002 have a work session for us to look at what do we offer the members. Work on a mission statement.

2) Talk to membership to see what they need and what can SARVAC offer members counties.

3) Discussed putting together a packet when you join SARVAC. This may include a certificate, 1 hat, 5 transfers ÒIron OnÓ. This way you get something for your dues and a cover sheet stating what SARVAC has done for the members and counties.

4) Jim Brewer motioned to add another $500.00 to the pot for conference seed money seconded by Darrel Monroe.

5) Money and letter will be given together and the money will roll over to next county. This will put us at $1,500.00 to help start the conference.
