Meeting May 26, 2001

NEXT SARVAC MEETING will be at Ellensburg Sep 15, 2001. Please plan to attend. This council is for everyone's benefit. Your participation is what makes up a good team. Executive Board Meeting will be at 9:30 a.m. - 11:30 a.m. Lunch from 11:30 - 12:30 p.m. Be ready for the General meeting at 1:00 p.m.

President's Report:

SARVAC is made up of all councils within the counties, and we work together to resolve issues. Last year we said we are going to do things, one of them was the web site. This is up and running. We are working with volunteers and want to be able to keep everyone informed. As a statewide organization, we need funds for newsletters, and to pay for awards and travel. Some counties have money to meet these expenses, while others do not. We are hoping to be able to help counties that do not have the money to do these things with. Down the road, perhaps this organization could maybe provide a scholarship, or grant, to assist them in achieving training for their county.

Secretary report:

I am trying to get a good mailing list. If anyone knows of a change, or wants to be added, they can contact me by telephone at 253 851-4574, or E-mail me at wandaswonderland@worldnet.att.net. I am trying to cut down on postage with returns. My goal is to put our meeting dates on each county's local newspaper under meetings. This is a free service. I just have to work out the details.

At this moment, we have just five counties that have paid their $50.00 dues. A second notice will be going out as a reminder. I will be working on compiling the data needed to file for our 501C-3 status. We sent out the SARVAC Membership Data Sheet to each county with the invoices for payment. Please fill those out so we know who will be representing your unit at our SARVAC meeting.

Training Chair Person: Fred Knight was absent for this meeting.

COMMITTEE REPORT:

Jim Brewer WASSARCA Meeting as follows: Jim Brewer presented the new President of WASSARCA, Ron Ryles; Terry Lawrence is WASSARCA's new Vice President. Jim Brewer presented the goal to get 100% participation of all Councils into SARVAC, and to include 100% participation of all Councils and WASSARCA coordinators at the 2002 conference being held in Skamania County. There is a new SAR Deputy for Klickitat Co; he is Mike Kalio. Jim hopes by using the web site to contact other councils, SAR volunteers will know when and where different training will be presented. I hope that more counties will use this resource and will be able to train together.

Met with Jim Hall to see how the Standards are progressing. We, as SARVAC, may be able to assist, or maybe he could get someone to finish formatting and then type the Standards for him. Jim Brewer suggested to Jim Hall to consider a small booklet, with practical factors that could be checked off, that could be downloaded, and printed out, as needed, for each SAR member; the booklet would supplement as a training record. It is not cut in stone, but was offered as a suggested direction for the Standards and their implementation.

OLD BUSINESS

Where is Fred Knight? Does anyone have his address & phone number?

Obtaining the 501-C-3 status: maybe we could put the steps on the web on how to start the paperwork for attaining 501-C-3 status. Maybe bring some one from IRS to show how to do the steps at next meeting or conference?

What were the standards? A basis of how a team can meet qualifications for going out of county. If your are the host county you know you will be getting well-certified teams. Doug Doss (Pacific Co.) stated, "Publish the standards in sections. If the standards need fixing, then pay someone from Kelly Services to type the SARVAC Standards." This lead to a lively discussion on what the $50.00/year dues could be justly and beneficially used for.

General membership at this meeting voiced that we should "Publish the Standards," then figure out how to complete them through comments from the teams that use them.

We can spend up to $250.00 without a general membership meeting.

Standards are on the Web Site. In 1997, six different units refused to use them. Search dogs also refused to use them, Why?

Brian Holmes: to get them approved they have to go through the channel Sheriff and Criminal Justice System. Deputy Sheriff then to Criminal Justice commissioner. Typed and print by a draft on them. Jim Hall thinks he has someone to get them typed.

Ann Good (Snohomish Co.): Motion to authorize the board to spend up to $500.00 to get them up and on the web. Seconded by Jim Brewer. Call for vote. Motion carried. Jim Hightower Opposed.

Discussion on helping with the conference each year. Brooks Hanford stated he originally started the seed money for the conference. Historical record "There was seed money that originally helped to start the conference". This seed money was to come directly back to SARVAC to be issued to the next county that was holding the conference. This hasn't been happening, but the conference committee has been turning the seed money over to the new county. Jim Brewer suggested we give an additional $500.00 to the county that will be putting on the conference. Suggestion from Brooks that the conference committee set up a separate mailing from the $500.00 seed money to all SAR personnel.

Art Jordan sits on the Governors Advisory Emergency Management Council. Art gave a 35-minute presentation. Rick Hood helped set up a power point presentation four weeks ago, with Chris Long's help. The Governors Advisory EM Council really enjoyed the presentation. It brought to light more of what SAR does. Hopefully down the road this type of presentation can help to generate funds for the SAR communities. Art suggested we put the power point out on the net so members can pull it down, and do their own presentations, throughout their respective counties. Rick Hood said he would be able to burn some CD's if you want them (the cost for the CD was not discussed).

Wanda will prepare certificates for all the recipients not selected, they will be presented at the awards ceremony.

NEW BUSINESS

The motion to send Jim Brewer to Incident Command Systems Train the Trainer course on June 25-29, 2001. There is no cost to SARVAC; we have to indorse him as a member of the organization. Art motion to send him, second by Terry.

Discussion to get the seed money back from the conference and then SARVAC to forward the money to the next county holding the conference.

Motion by Jim Brewer to increase that seed money for the conference to $1000.00 by presenting a $500.00 check to Skamania Co. for the 2002 SAR conference. Second by Brooks Hanford. Barbara Hanford adopted, Gill Tomey second, and the motion carried.

Meeting dates for 2001: Tentatively, the meeting dates will be scheduled at Camp Murray. Places to rotate East To West, we are going to try this year and meet in Ellensburg. November 17, 2001. Camp Murray EOC
