In addition, meetings are held the 3rd Saturday of March, September, and November.

The meeting was called to order at 3:05 p.m.
Introductions
Everyone at the meeting introduced themselves to the group.
Acceptance of the minutes.
The minutes were accepted with the correction of WSSARCA. Scott Miller moved and Wanda Hightower seconded that the minutes be approved with the noted correction. The motion passed unanimously.
President's Report:
Art gave a brief overview of the Governor’s Advisory Emergency Management Council on which SARVAC represents search and rescue volunteers. Art is still working to get SAR personnel identified as 1st Responders. Art will bring the yearly report from the EMC to the next SARVAC meeting.
Secretary’s Report:
Terry Lawrence was able to get a list of county sheriffs and contact information to help update the SARVAC mailing list. We will continue to try to compile a current address list and information about SAR units. Brooks Hanford commented that keeping a current list has always been a problem.
Treasurer’s Report:
The following counties have paid for their 2004 membership in SARVAC: Clallam, Clark, Cowlitz, Grays Harbor, Okanogan, Snohomish, and Yakima. The following council representatives have been identified: Clallam – Don Kelly, Clark – David Parson, Cowlitz – Chuck Dunnavant, Thurston – Bill Gillespie, Okanogan – Scott Miller, Snohomish – Glenn Schultz, and Yakima – Jake Weber.
The balance on 3/20/2004 was: $1615.13. $119.95 was paid to Bizland for the website. Four counties paid dues which made the balance on May 22, 2004: $1695.18.
Scott Miller moved that the Treasurer’s report be accepted as presented and Glen Schulz seconded the motion. The motion passed unanimously.Old Business:
State SAR Conferences: 2005 Chelan County
2006 King CountyBob Francis, from the Chelan County Sheriff’s Office shared about the 2005 State SAR Conference. It will be located near the town of Leavenworth and SAR volunteers are encouraged to bring their families as there is much to do in the area. People interested in leading sessions should contact Chelan County.
Since SARVAC has provided seed money for the State Conference, it was requested that there will some official acknowledgement of SARVAC’s contribution such as a thank you in the brochure.New Business:
For the 2005 awards, nomination will be accepted between November 2004 and March 2005 and then voted upon at the March 2005 SARVAC meeting. Information about the awards will be on the SARVAC website and nominations will accepted by the president to his email or home by U.S. Mail .
WSSARCA held a meeting Friday evening, May 21. The head of WSSARCA, John Sprague, explained about the latest development with the Out-of–County training guidelines for ground searchers. Rick LaValle and Rick Hood presented a draft at a meeting Friday morning and collected feedback. They will be getting a 1st edition to Chris Long by mid June.SARVAC and other search and rescue volunteers will be asked to give feedback with the goal of having a published version by the end of the year. After that, guidelines for other specialties (ex: dogs) may be written.
A suggestion was made to give those receiving the SARVAC awards at the closing ceremony, along with their award, a paid advance registration for the 2005 State SAR Conference. In addition, it was suggested that SARVAC sponsor 2 paid advance registrations for the 2005 State SAR Conferencee to member counties whose names would be drawn at the closing ceremony. Steve Reddington moved and Wanda Hightower seconded a motion to provide 5 paid registrations. The motion carried unanimously.
A proposal was made that SARVAC send $500 to Chelan County in addition to the seed money that SARVAC has given to counties hosting the State SAR Conference in the past. Scott Miller moved and Chuck Dunnavant seconded that the total seed money be raised by $500 to a total of $2,000. That means that Chelan County will be receiving a check for $1,500 from Lewis County and $500 directly from SARVAC as seed money for the2005 SAR Conference.
There was discussion about adding training schedules and links to other SAR resources on the SARVAC website. Steve Reddington pointed out that on Paul Fison’s site (wa-sarresources) there is already a link to other resources and that it is not necessary to duplicate this information.
Unit Reports:
Cowlitz – SAR is now providing surface support for the dive team. CCSAR had 23,000 volunteer hours in 2003. These hours included trainings, missions, fundraising, and community outreach.
Snohomish –
Okanogan – 33 missions in 2003, 4 missions in 2004
Kitsap –
Yakima – Sixteen people completed their recent academy. The units are providing support to a local bikeathon and the Gap-to-Gap Relay. The buildings they have used to store SAR equipment are being razed and a new jail is being constructed on the site.
Jefferson –
Paul Flemings from Pierce County shared that they are sponsoring a “University of SAR” on October 2nd and 3rd, 2004. There will be a formal, sit down dinner on Saturday night. Units will be given 5-7 minutes to share about themselves and seating will be arranged to mix units and local officials.Adjourned: Motion to adjourn at 4:45 p.m. Motion unanimously passed.
